This seems redundant, unless it's implying that a file with bad graphics will have extras count twice.
There are aspects of presentation that aren't extras per se and aren't graphics, either: an informational readme (or a funny one), a solid cut, decent audio quality. Things that could make or ruin your experience a little but which aren't directly related to the charts (and therefore shouldn't cut into their scores).

Just like you were getting at the other things such as really good audio cut, readme, etc - those are things that can be considered into the tilt, along with extra charts.
Presentation includes all graphical/movie stuff and should not go into tilt (unless say they made their OWN video, instead of a stock music video/ddr movies - that requires more work and would be considered valid for a tilt score).
